However, the author is of the opinion that the passivity of the Qajar in foreign policy is explicable by five fundamental features; the corridor status of the country, the buffer state, the Great Game, the question of India and discovery of oil. The current article seeks to find answer to the question as to how the historical facts of Qajar’s foreign relations be formulized into a theoretical form? In other words, what is the theoretical framework for contemporary Iranian foreign policy? and how could objective historical data contribute to an Iranian theory of foreign relations? The Qajar dynasty, (1791-1925) were Turkic tribes of Mongol descent who, in one of the most important historical periods, founded a new kingdom in Iran after a bout of chaos; an era that a globalizing new Western world order was on the rise to dominate the globe while Iran was on the edge of abyss of decline and fall. The Qajars were neither capable of disrupting the international order, nor able to stay aloof and maintain neutrality, nor the power and intellectual integrity to rise to the challenge and integrate with the expanding world order. Concerning international relations, the Qajars were constrained by traits that bereaved them of any activism and plunged them into passivity.  }, keywords = {The Qajars,Foreign Relations,Passivity}, title_fa = {علل انفعالِ قاجاران در روابط خارجی}, abstract_fa = {داوری در باره قاجاران، بسیار دشوار است؛ در عرصه مناسبات خارجی، همه از بی‌لیاقتی پادشاهان قاجار می‌گویند، از ترکمانچای یاد می‌کنند و از عهدنامه هرات سخن می‌گویند و از کوچک شدن سرزمین ایران. اما به اعتقاد نگارنده پنج خصلتِ بنیادین (موقعیّت راهرویی، دولت حائل، بازی بزرگ، مسأله هند و کشف نفت) آنها را در عرصه روابط خارجی به انفعال کشانده بود. پرسش و دغدغه اصلی این است که چگونه می‌توان رخدادهای تاریخی‌شدة روابطِ ‌خارجی ایرانِ قاجاری را به شکل قالب‌های تئوریک در آورد؟ به دیگر سخن، الگوی نظری روابط ‌خارجی ایران معاصر چیست و چگونه می‌توان با بهره‌گیری از داده‌های عینیِ تاریخی به نظریه‌پردازیِ ایرانیِ مناسباتِ فرامرزی دست یافت؟ دودمان قاجار (1304-1170ش./ 1925-1791م.) ترک‌نژادان مغول‌تباری بودند که در یکی از مهم‌ترین دوران‌های تاریخی، پادشاهی نوینی را پس از دوره‌ای هرج‌ومرج، در ایران‌زمین بنیان نهادند؛ روزگاری که نظامِ جهانی‌شونده استوار بر هژمونیِ غربیان، سرگرم تصرّف جغرافیایی بود و ایران نیز در حال فرورفتن در گردابِ برآمده از چیرگیِ فرنگیان بر سراسر جهان. دودمانِ قاجار، نه توانِ برهم‌زدنِ نظام بین‌المللی را داشت، نه می‌توانست از رقابت‌های بین‌المللی کناره‌گیری کند و نه اندیشه و توانِ همآوردی و همگرایی با نیرویِ توسعه‌گرای جهانی را داشت. قاجاران در عرصه مناسبات فرامرزی، محصورِ خصائل و ویژگی‌هایی بودند که کنشگری را از آنان سلب می‌کرد و به واکنشگری منفعلانه وادارشان می‌ساخت.}, keywords_fa = {قاجاران,روابط خارجی,انفعال}, url = {https://www.hfrjournal.ir/article_73404.html}, eprint = {https://www.hfrjournal.ir/article_73404_2905b2f306a6652d4cac948c14e1fade.pdf} }
