Considering Iran’s development prospects, the move towards nuclear energy was deemed inevitable and was even recommended by the United States. Iran’s move towards nuclear energy was concurrent with India’s nuclear tests which cast doubts on the Shah’s real incentives for acquiring nuclear capabilities and raised the question as to whether the Shah’s dash for nuclear technology was exclusively for development goals? Did the oil price hikes infuse the Shah with a heightened sense of power and led him to deem nuclear weapons as essential for establishing his regional hegenomy and creating nuclear deterrence? To provide answers to these questions a review of historical antecedentsis necessary; the history of nuclear thought in Iran, the relationship between nuclear industry and development policies, US attitutde towards Iranian nuclear industry and other factors such as oil and oil crisis of the 70’s, along within ternationsl factors or even the Shah’s psychological traits. It seems the Pahlavi governments ought to strike a nuclear deterrence of sorts to say the least or to reach a point of no return and stand on the threshhold of making a bomb in the mid-term, not necessarily making it.  }, keywords = {Iran’s Nuclear Strategy,Second Pahlavi,technology,weapons}, title_fa = {راهبرد هسته‌ای ایران در دورة پهلوی دوم از منظر واقع‌گرایی}, abstract_fa = {افزایش قیمت نفت در سال‌های 1972 و 1973، به ثبات سیاسی کشور و دورنمای جایگاه ایران در خاورمیانه منجر شد تا رژیم وقت ایران بهره‌برداری از تکنولوژی هسته‌ای برای تولید برق هسته‌ای را به صورت جدّی در دستور کار قرار دهد. این مهم با توجه به چشم‌اندازهای توسعه‌ای ایران، ضرورتی انکارناپذیر به نظر می‌رسید و حتی آمریکا هم آن را توصیه می‌کرد. اما همزمانی این تصمیم با آزمایش اتمی هند، تردید‌ها را در خصوص نیّات واقعی شاه در باب برنامة هسته‌ای بیشتر برمی‌انگیزاند و این پرسش به ذهن می‌رسد که آیا تنها دلایل توسعه‌ای، شاه ایران را به سوی صنعت هسته‌ای سوق داد؟ آیا رویکرد شاه بعد از احساس قدرت از طریق افزایش بهای نفت در منطقه تغییر کرده بود و او تثبیت سلطة منطقه‌ای خود را در دستیابی به سلاح هسته‌ای و در پی آن، ایجاد بازدارندگی هسته‌ای می‌پنداشت؟ برای پاسخ به دو پرسش اساسی پژوهش، ناگزیر می‌باید مقدمات تاریخی را در نظر بگیریم: تاریخچة تفکر هسته‌ای در ایران، رابطة صنعت هسته‌ای و سیاست‌های توسعه‌ای ایران، نگاه غرب و به ویژه آمریکا در باب صنعت هسته‌ای ایران و تأثیر دیگر عوامل مانند نفت و بحران نفتی دهة 70 م.، عوامل بین‌المللی و حتی عوامل روانشناختی شخص شاه. به نظر می‌رسد که حاکمیت پهلوی، دست کم در پی ایجاد نوعی بازدارندگی هسته‌ای از طریق دستیابی به بمب یا رسیدن به نقطة غیرقابل بازگشت، یعنی آستانة تولید بمب و نه لزوماً تولید آن، در میان‌مدت بود.}, keywords_fa = {ایران,پهلوی دوم,انرژی هسته‌ای,واقع‌گرایی}, url = {https://www.hfrjournal.ir/article_74200.html}, eprint = {https://www.hfrjournal.ir/article_74200_b6d4173f2d17193a4da3fc4c84cba045.pdf} }
