Starting relations necessitates bilateral talks between the two countries. Studying the documents at the Ministry of Foreign Affairs in Iran reveals that surprisingly the talks and negotiations between the two countries lasted for over twenty years.
What factors have caused the lengthening of these negotiations? Historical documents reveal that two important factors have been responsible for lengthening these negotiations:
1- The privileges related to a fully – contracted government
2- Tsarist Russia
In the present article several interesting documents such as the manuscript by Muzafar Aldin Shah, the letter of Japan’s emperor to Reza Shah and some other documents have been used.<strong><em>روابط سیاسی دو کشور ایران و ژاپن به طور رسمی در 10 فروردین 1308 برقرار شد. در جهان سیاست، برقراری روابط میان کشورها مستلزم انجام مذاکرات دوجانبه بین طرفین است که پس از توافق بر اصول مشترک به اجرا درمیآید. با نگاهی به اسناد وزارت امور خارجة جمهوری اسلامی ایران با تعجب درمییابیم که مذاکرات بین ایران و ژاپن به طریق ناپیوسته بیش از بیست سال به طول انجامیده است.</em></strong>
<strong><em>چه عواملی باعث شدهاند این مذاکرات طولانی شود؟ اسناد تاریخی، حاکی از آنند که دو عامل مهم در طولانی شدن مذاکرات، نقش اساسی داشتهاند:</em></strong>
<strong><em>1. امتیازات مربوط به دولت کا</em></strong><strong><em>ملة</em></strong><strong><em>الوداد.</em></strong>
<strong><em>2. نقش روسیة تزاری.</em></strong>

Some of these reasons are rooted in the backgrounds and the acceptable records of Japan as a model of modernization and the other reasons go back to the common points and interests which link the two countries. In addition to these reasons, the effects of the devastating efforts of colonizers such as Russia and England which led to strong fears from foreigners must not be disregarded. The present article attempts to investigate the reasons for this approach and the factors which caused the modernization of education and education of women on a Japanese basis, and the reflections of these initiatives in magazines and news papers. This article reveals that the political elite and the intellectuals in Iran only paid attention to the signs and samples of modernity and modernization in Iran and have disregarded the causes for Japan’s success as a modern nation. Therefore, they have failed to explain and investigate the causes for the success of Japan.<strong><em>رویکرد ایرانیان به ژاپن به عنوان الگوی شرقی و نمونه موفق مدرنسازی در سدة بیستم، دلایل متعددی دارد. بخشی از این دلایل مربوط به پیشینه و سوابق مطلوب این الگو در ذهن ایرانیان سدة نوزده و برخی دیگر مربوط به وجوه اشتراک و همسانیهایی است که این دو جامعه را به هم پیوند میداد. در کنار این دلایل، تاثیر لطمههای ناشی از تکاپوهای استعماری کشورهای غربی ـ که منجربه بروز احساسات شدید بیگانه هراسی بهویژه در مورد روس و انگلیس شد ـ نیز درخور توجه است. مقالة حاضر ضمن بررسی علل این رویکرد، با تاکید بر مدرنسازی آموزشی و آموزش زنان، بازتاب آن را در جراید و افکار عمومی نمایان ساخته است. در این بررسی نشان داده شده است که نخبگان فکری سیاسی در رویارویی بااین الگو صرفاً به بیان مصادیق پیشرفتهای ژاپن در عرصههای مختلف پرداختهاند و از تبیین و واکاوی علل ترقی غفلت ورزیدهاند.</em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

Avens Māsāhian (1864-1931). known as Mosa’ed-ol Saltaneh was one of the outstanding Armenians of Iran and one of the greatest statesmen and an important man of learning in the beginning of the 20<sup>th</sup> century. He studied in Tehran, Tabriz and Paris and on his return to Iran in 1884, he worked as the special translator of Nāser-Aldin Shāh. He was very successful in his scientific and diplomatic activities and he was promoted to the position of Iran’s minister in London. In his last mission, he served as the Iranian minister in Tokyo. Avenskhān who is considered as one of the first outstanding literary and scientific translators from English to Persian was also very active and brilliant in formal and official services and he was admired by everyone especially by his superiors. Among his other initiatives and activities, one may cite his attempts to create an independent Armenian state after the first world war. A number of outstanding researchers and politicians have admired him as a man of learning who was very conspicuous in his governmental services. Akio kāsam who was the first Japanse minister in Iran and who was a contemporary with Avenskhān and worked in Tehran when Avenskhān was in Tokyo, has written an admirable account of the activities of this Iranian-Armenian minister in his memories. In addition to governmental and diplomatic services, he taught law in Tehran’s political school and acted as a representative of the Armenians in the sixth majles of the national parliament of Iran. His last political position was acting as the head of the Iranian diplomatic envoy in Tokyo which lasted for one year till August 1931. He died on his way home from Tokyo to Tehran in khārrin in Siberia.
<strong><em>آوانِس ماسحیان (1350ـ 1282ق./ 1931ـ1864م.) ملقّب به مساعدالسلطنه از ارمنیان برجسته ایران و از شخصیتهای علمی و دولتمردان اوایل سده بیستم است. او تحصیلات خود را در تهران، تبریز و پاریس گذراند و پس از بازگشت به ایران در سال 1301ق./ ۱۸۸۴م. مترجم مخصوص ناصرالدین شاه شد و در فعالیتهای علمی و دیپلماتیک خوش درخشید و تا وزیرمختاری ایران در لندن ترقی یافت. آخرین مأموریت او، به عنوان وزیرمختار ایران در توکیو بود. آوانِسخان که از نخستین مترجمان برجسته آثار ادبی و علمی از زبان انگلیسی به فارسی است، در خدمات رسمی و اداری نیز شخصیتی ممتاز بود و احترام و تحسین همگنان، معاشران و رؤسای خود را برمیانگیخت. از دیگر جنبههای چشمگیر شخصیت و فعالیت او تلاشی بود که در سالهای پس از جنگ جهانی اول برای ایجاد دولت مستقل ارمنستان نشان داد. شماری از رجال و محققان برجستۀ ایرانی، وی را به دانشوری و کاردانی در خدمات مملکتی ستودهاند. آکیئو کاساما نخستین وزیرمختار ژاپن در ایران نیز، که تقریباً همزمان با وزیرمختاری آوانِسخان در توکیو او هم در تهران مأموریت داشت، در خاطرات خود شرحی تحسینآمیز درباره این چهره برجسته ایرانیِ ارمنی نگاشته است. آوانِسخان علاوه بر خدمات دولتی و دیپلماتیک، در مدرسه سیاسی تهران درس حقوق می گفت و در دوره ششم مجلس شورای ملی نمایندگی ارمنیان را برعهده داشت. آخرین مقام سیاسی او ریاست نمایندگی دیپلماتیک ایران در توکیو بود که حدود یک سال (تا مرداد ۱۳۱۰/ژوئیه ـ اوت ۱۹۳۱) به طول انجامیدو در خاربین، سرِ راه بازگشت از توکیو ـ از طریق سیبری ـ درگذشت.</em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

The writer of this article believes that the purposes of this study can have implications for highlighting the importance of the history as a science. Yushida Masāhāru is the first political delegate of Japan in Iran in the modern era. His main purpose was to create political relations with Iran in the last decades of the 19<sup>th</sup> century. However, his main concern has been the proliferation of commercial relations. He was the last descendant of a Samurai family who had studied law and was engaged in diplomatic activities. In his journeys to Iran, he meticulously surveyed the political conditions and life in Iran and compared them with those of Japan. Similar to Iran, Japan started modernization in the second half of the 19<sup>th</sup> century, but a host of internal and external factors caused the deterioration of Iran and slowed down the process of modernization in this country. The difference in progress and modernization between these two countries can be likened to the distance between the western and eastern part of Asia. Although, Masāhāru does not investigate the deterioration of Iran in a systematic and classical approach and basically, this investigation is not his main concern, his sensitive soul and perceptions have led him to present pictures of the last years of the 19<sup>th</sup> century which will serve researchers to find answers to the causes of deterioration and degeneration in Iran. It is certain that the findings of this study which are based on the travel account of Masāhāru must be compared with the notions of other historians, researchers and writers of travel accounts, so that this may help to distinguish between the authentic and false ideas.
<strong> </strong><strong><em>تبیین چیستی انحطاط ایران در دوره قاجار وشناخت اسباب و عوامل و یافتن چاره و سامان آن مهمترین هدف این پژوهش و به باور نگارنده این سطور مهمترین فایده تاریخی است که از آن میتوان یاد کرد.یوشیدا ماساهارو نخستین فرستاده سیاسی ژاپن به ایران در دوره جدید است که بیشتر با هدف برقراری روابط سیاسی بین ایران و ژاپن در ثلث پایانی سده نوزدهم به ایران آمد و البته غایت اصلی مأموریتش ایجاد روابط بازرگانی بود. این بازمانده از یک خاندان سامورایی که حقوق خوانده و به کار دیپلماسی اشتغال داشت در طول سفرش با دقت و وسواسی شاعرانه، اوضاع ایران را نگریسته و با ژاپن مقایسه کرده است. ژاپنی که مانند ایران از نیمه سده نوزدهم تجددطلبی و ترقیخواهی را شروع کرد، اما مجموعه عوامل درونی و بیرونی سرنوشت نوسازی و توسعه در این دو کشور را به اندازه شرق و غرب آسیا از هم دور ساخت. گرچه ماساهارو به صورت سامان یافته و کلاسیک به انحطاط ایران و عوامل آن نگاه نمیکند و اساساً چنین رسالتی را دنبال نمینماید، اما روح حساس و احساسات ملی ـ آسیایی وی تصاویری از ایران سالهای پایانی سده نوزدهم ارائه میکند که در دیدگان محقق جستجو گر میتواند چیستی، چرایی و چگونگی انحطاط ایران را نمایان سازد. و صد البته یافتههای این پژوهش با نظرات دیگر سفرنامه نویسان و مورخان و محققان باید به عرصه نقد و بررسی کشیده شود. </em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

The expansion of cooperation between Iran and Japan is affected by their political necessities and their need to have interactions in the framework of international economy. To estimate the level of the cooperation between Iran and Japan and the factors which led to the promotion of these relations, the author has attempted to make this estimation on the basis of this assumption that Japan had a great deal of economic capabilities and bath Iran and Japan were placed in western bloc during those decades.
The fact that Japan needed raw material and oil of Iran led to bilateral economic ties between the tow countries.<em>هرگاه کشوری، از قابلیتهای اقتصادی بیشتری برخوردار باشد، نیازش به همکاری با سایر کشورها افزایش مییابد.</em><em> گسترش همکاریهای ایران و ژاپن تحتتأثیر ضرورتهای اقتصادی و نیاز آنها به یکدیگر در چارچوب اقتصاد بینالملل قابل طرح است. در پی پاسخ به این پرسش که روند همکاریهای ایران و ژاپن به چه شکل بوده و چه عواملی منجر به ارتقاء سطح همکاریهای این دو کشور گردیده است، نگارنده کوشیده با پذیرش این فرضیه که قابلیتهای اقتصادی ژاپن و قرار گرفتن هر دو کشور در بلوک غرب از یکسو و نیاز ژاپن به مواد اولیه بهخصوص نفت ایران از سوی دیگر، موجب همکاریهای متقابل فزاینده میان ایران و ژاپن گشته است؛ به این سؤال پاسخ دهد.</em>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

During 130 years of contemporary Iran-Japan relations and interactions, numerous emissaries and envoys, at different levels, visited the two countries and several delegations were exchanged. Some of the envoys have naturally played more significant role in promoting bilateral ties between the two countries.
Studying the travel memos of Japanese and Iranians, especially memories of diplomats and political emissaries are so informative and enlightening for any researcher of Iran – Japan relations. A significant point that one can notice in these memos is a constant way that the leaders and high ranking officials of the two countries looked at each other as two “Asian” nations. This perspective has continued in the course of history in spite of ups and downs in international political arena.
This essay is trying to further analyze the nature of this “Asian Look” among Iranian and Japanese leaders, through the efforts and achievements of the most significant emissaries.<strong><em>اگرچه روابط دیپلماتیک دو کشور ایران و ژاپن بهطور رسمی از سال 1929 میلادی (1308 خورشیدی) آغاز شده است، امّا تبادل فرستادگان سیاسی از سالها قبل انجام میپذیرفت. </em></strong><strong><em>در طول بیش از یکصد و سی سال روابط میان ایران و ژاپن، فرستادگان و مقامات متعددی در سطوح مختلف به دو کشور سفر کرده و هیئتهای گوناگونی تبادل شدهاند که به طور طبیعی برخی از این سفرها تاثیرگذارتر بوده و برخی فرستادگان نقش تعیینکنندهتری در روابط دو کشور ایفاء کردهاند. </em></strong><strong><em>مطالعه سفرنامهها و خاطرات ژاپنیها و ایرانیها از یکدیگر، بهویژه خاطرات دیپلماتها و فرستادگان سیاسی آنها نکات آموزنده فراوانی را برای پژوهشگران روابط ایران و ژاپن دارد. از جمله مهم ترین نکاتی که در این خاطرات مشهود است نگاه نسبتا ثابت مقامات و سردمداران دو کشور به یکدیگر به عنوان دو کشور «آسیایی» بوده است که در طول زمان، علیرغم فراز و نشیبهای سیاسی و بینالمللی تغییر چندانی نیافته است. در این نوشتار تلاش شده است تا با واکاوی یافتهها و دستاوردهای برخی از تاثیرگذارترین فرستادگان، ماهیت این «نگاه آسیایی» موشکافی گردد.</em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

Although the time of the beginning of diplomatic ties with Japan is not certain, it seems that they began in 1873 when Naser-Aldin Shāh Qajar met a Japanese official in his first trip to Europe. Never the less, there is no statistical record on the commercial ties of the two countries before 1920.Iran sent its first delegation to Japan in 1922 and Japan also sent a delegation to Iran to investigate its socio-economic conditions. It August 1929, Japan started the activities of its diplomatic delegation in Tehran and the diplomatic delegation of Iran began its activities in Tokyo in 1930.At the beginning of the second world war, Iran cut its diplomatic relations with Japan in April 3 1942, and the Japanese embassy in Tehran was closed. During the next years, there was no diplomatic relation between Iran and Japan. However, two years after the end of the war, trade between Iran and Japan began again.In February 1979, the Japanese government recognized the new Iranian regime. The war between Iran and Iraq which began in September 1980, worried Japan because Japan had commercial relations with both Iran and Iraq, therefore, Japan declared its neutrality in this war.<strong><em>هر چند مشخص نیست که در چه زمانی ایران تماسهای دیپلماتیک با ژاپن را آغاز کرده است، اما به نظر میرسد سال 1873م. و زمانی که ناصرالدین شاه قاجار در سفر اول خود به اروپا با یک مقام </em></strong><strong><em>ژاپنی </em></strong><strong><em>دیدار نمود، را بتوان آغاز تماسهای دیپلماتیک دو کشور دانست. معهذا هیچگونه اطلاعات آماری پیرامون روابط تجاری بین دو کشور تا قبل از سالهای 1920م. وجود ندارد.</em></strong>
<strong><em>ایران اولین هیئت خود را در سال 1922م. به ژاپن اعزام نمود و متقابلا ژاپن در سال 1923م. و به منظور بررسی وضعیت سیاسی و اقتصادی ایران، هیئتی را به این کشور روانه ساخت. در ماه اوت 1929، ژاپن نمایندگی دیپلماتیک خود در تهران را برقرار ساخت و در ماه مه 1930، ایران نمایندگی دیپلماتیک خود در توکیو را افتتاح نمود.</em></strong>
<strong><em> با شروع جنگ جهانی دوم، ایران روابط دیپلماتیک با ژاپن را در 13 آوریل 1942 قطع کرد و سفارت ژاپن در تهران تعطیل شد. طی 8 سال بعد، هیچگونه روابط دیپلماتیک بین ایران و ژاپن وجود نداشت، اما دو سال پس از خاتمه جنگ، تجارت ایران و ژاپن از سر گرفته شد. </em></strong>
<strong><em>در فوریه 1979، دولت ژاپن رژیم جدید ایران را به رسمیت شناخت. آغاز جنگ ایران و عراق در سپتامبر 1980، باعث نگرانی دولت ژاپن گردید. از آنجائیکه ژاپن با هر دو کشور ایران و عراق روابط اقتصادی داشت، لذا نسبت به جنگ موضع بیطرفانهای اتخاذ نمود.</em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

Iran is a large country in western Asia which in spite of its long distance form Japan has had relations with this country throughout centuries. The proof of this claim is the oldest Japanese book of history which talks about the presence of Iranians in this country. In addition to this book, there are several documents and evidences which indicate the presence of Iranians in Japan and the impact of Iranian culture on Japan. The present study attempts to probe into this claim on the basis of written and oral documents relating to this issue.
<strong><em>ایران، کشوری پهناور در غرب آسیا است که علیرغم دوری مسافت، طی قرون متمادی با ژاپن ارتباط داشته است. گواه بر این گفتهها، کهنترین کتاب تاریخی ژاپن است که از حضور ایرانیها در آن کشور سخن میگوید. علاوه بر آن، مدارک و شواهدی موجود است که از حضور ایرانیها در ژاپن و تـأثیر فرهنگ ایران بر آن سـرزمین حکایت میکند. پژوهش حاضر، تلاش دارد با تکیه بر آثار به جای مانده اعم از مکتوب و غیرمکتوب به بررسی این مقوله بپردازد</em></strong><strong><em>.</em></strong>مرکز مطالعات سیاسی و بینالمللی وزارت امور خارجه

Some of these similarities can be observed in the common old stories of <em>Avestā</em>, <em>The Shānāmeh</em> by Ferdusi, <em>The history of Bal’ami</em>, and <em>Fārsnāmeh</em> which also exist one way or other in the ancient history book of Japan called Nihon Shoogi<em>. </em>Some similarities also exist in a few of the common cultural rituals of the two countries such as New Year festival of Iran called Nawruz and the New year Eve of the Japanese. The present article attempts to mention some of the common cultural elements which exist in both countries.<strong><em>علاوه بر وجود برخی اشیای هنری و آثار باستانی ایران در مناطق مختلف ژاپن که از روابط دیرینه فرهنگی ایران و ژاپن حکایت میکند، تشابهات فراوانی در افسانهها، اساطیر و فولکلورهای دو کشور به چشم میخورد. نمونههایی از این تشابهات را میتوان در داستانهای کهن اوستا، شاهنامه فردوسی، تاریخ بلعمی و فارسنامه در مقایسه با کتاب تاریخ باستان ژاپن به نام نیهون شوگی به دست آورد. این تشابهات فرهنگی در برخی آیینهای مشترک مانند جشن نوروز ایرانیان و عید سال نو ژاپنیها نیز نمایان است. مقاله حاضر سعی دارد این بخش از مشترکات فرهنگی دو کشور را مورد بررسی قرار دهد.</em></strong>
