The Russian intentions of encroaching upon the Persian Gulf and India, and British policies in safeguarding their position and bases in India and the Persian Gulf were among the major reasons for their influence and involvements in Iranian statesmen’s policy-making during the Qajar period. Their competition in obtaining political and economic concessions would cause tensions in Iran which had turned the country into a semi-colonized nation due to the weakness of Iran’s central government. These tensions, and particularly the presence of new powers in an area that was later called the Middle East, such as Germany prompted Russia and Britain to agree on their common interests in Iran to divide it into two areas under their influence. This alliance, indeed, violated Iran’s government’s as well as nation’s political rights and independence. Despite the two parties’ justification that they would respect Iran’s independence and territorial entity, they encroached upon Iran’s national interests within a framework of their political self-made regulations, without considering Iranian government’s views in a written form. Thus, by referring to the background of the British expansionist policy, this paper surveys the grounds and consequences of 1907 Agreement as well as the reactions of the government, newly established Consultative Assembly, and Iranian nation based on a number of documents obtained from the archives of the Ministry of Foreign Affairs.  }, keywords = {Iran,Britain,Russia,1907 Agreement}, title_fa = {قرارداد 1907میلادی استثمار یا استقلال}, abstract_fa = {اهمیت سرزمین ایران به عنوان منطقه‏ای نزدیک به آب‏های آزاد و اقیانوس هند و حلقه اتصال شرق و غرب از دوره صفویه تا به امروز مورد توجه قدرت‏های غربی به‌ویژه روسیه و انگلیس بوده است. هدف روس‏ها در دستیابی به خلیج‏فارس و هندوستان و سیاست‏های انگلیسی‏ها در حفظ موقعیت و پایگاه خود در هند و خلیج‏فارس، عمده‏ترین دلایل نفوذ و  دخالت‏ این کشورها در سیاست‏گذاری دولتمردان عصر قاجاریه بود. رقابت آنها در اخذ امتیازهای سیاسی و اقتصادی در ایران موجب بروز تنش‏هایی می‏شد که در پی ضعف حکومت مرکزی، کشور را به صورت نیمه ‌مستعمره درآورده بود. این تنش‏ها و نیز حضور قدرت‏های جدید از جمله آلمان در منطقه‏ای که بعدها خاورمیانه خوانده شد، سبب گردید روسیه و انگلیس بر سر منافع مشترک در ایران به توافق رسیده و آن را به مناطق نفوذ یکدیگر تقسیم کنند. این اتحاد در واقع، نقض استقلال و حقوق سیاسی دولت و ملت ایران بود که به رغم توجیه دو طرف قرارداد که به استقلال و تمامیت ارضی ایران احترام می‏گذارند، بدون در نظر گرفتن خواسته های حکومت ایران به صورت مدون و در چارچوب قواعد خودساخته سیاسی‏ به منافع ملی کشورمان دستبرد زدند. با این توصیف، در این مقاله ضمن بیان پیشینه سیاست توسعه‌طلبانه انگلیس در ایران با تکیه بر اسنادی از آرشیو وزارت امورخارجه، زمینه‏ها و پیامدهای قرارداد 1907م. و نیز واکنش‏های دولت، مجلس شورای ملی نوپا و ملت ایران بررسی می‏شود.}, keywords_fa = {ایران,انگلیس,روسیه,قرارداد 1907م}, url = {https://www.hfrjournal.ir/article_84241.html}, eprint = {https://www.hfrjournal.ir/article_84241_4bf1d94eaca4c6195563affe480cf4ed.pdf} }
