Without a clear understanding of domestic dynamics of international actors, it is impossible to understand their foreign relations. Hence, the consolidation of power in Iran in the form of the Safavid dynasty centuries after the arrival of Islam in the 16th century is a historic watershed and a basis for further development of Iran’s foreign relations. This article has employed historical sociology methods to render a more profound understanding of domestic dynamics of the Iranian society under the Safavid rule in order to analyze how Iran’s foreign relations with the Ottomans were based on intra-religious conflict with the Sunni Ottomans. The findings suggest that in parallel with the establishment of the putatively theocratic Safavid dynasty based on Shia religion, Iran’s foreign relations was heavily influenced by intra-religious conflicts and was morphed into a solid foundation.
