Abstract
Officially the relations between Iran and Japan started in March 30 1929. Starting relations necessitates bilateral talks between the two countries. Studying the documents at the Ministry of Foreign Affairs in Iran reveals that surprisingly the talks and negotiations between the two countries lasted for over twenty years.
What factors have caused the lengthening of these negotiations? Historical documents reveal that two important factors have been responsible for lengthening these negotiations:
1- The privileges related to a fully – contracted government
2- Tsarist Russia
In the present article several interesting documents such as the manuscript by Muzafar Aldin Shah, the letter of Japan’s emperor to Reza Shah and some other documents have been used.
