Foreign policy behavior is shaped by reaction to internal and external stimuli which are interlined like a chain. There are various effective variables at play in the process of foreign policy decision-making, thus making it impossible to generalize a country’s foreign policy. James Rosenau’s pre-theory takes into account the micro and macro level which makes it suitable for analyzing Iran’s foreign policy decisions as it could offer a platform for studying internal structures and the international system affecting the decision-making process. The findings suggest Iranian foreign policy decision-making during Prime Ministry Hoveyda, the period 1964 to 1978, was heavily influenced by the individual and the international system variables, while the governmental, role and societal variables had the lowest impact on shaping the foreign policy in this period.
