Since times long past, the people of northern seaboards and ports have maintained close ties and even propinquities with the southern coasts particularly the Ommanat. This brought about a sort of socio- economic freedom and leeway for the people, during the reign of the so-called “Rule of Fortified System” of the Qajar dynasty- a type of traditional oligarchy- but was later restrained with the establishment of centralist and modernist dynasty of Pahlavi. The defective centralism and modernism which entered the Persian Gulf coasts including the Kalat and Gorzeh ports of Shibkooh region coasts gave rise to effects which prompted the migration of the people from those two ports to Ommanat. The current article intends to examine the cause of the mentioned migration on the basis of the documents addressing the aforesaid period.
The present essay pursues examining the hypothesis that the replacement of the deeply rooted local officers or bailiffs (Zabetan) – a symbol of traditional oligarchy- with non-native dispatched rulers, the ascendancy and domination of non-native forces over the regions income resources, inefficiency of the new administrative, financial and military system, including the customs, banks, security forces dealing with management of local issues and problems, as well as the existence of kinship and cultural ties between the natives and the Ommanians, provided justifiable motives for the migration of the people of the region.
