A dimension of grave importance in Iran-Ottoman relations through 17 to 19th century was the setting of their relations in Iraqi territory. Since neither Iran nor the Ottomans recognized the sovereignty of one another over this territory, a host of territorial conflicts, border disputes, bureaucratic and administrative problems, confrontational socio-cultural approaches, or even fierce economic rivalry permeated their mutual relations. There were times when these tensions spilled over other areas of mutual relations. This article explores the massacre of the Shiites and Iranians resident in Karbala at the behest of the governor of Baghdad in 1843, and the role of the Mamalik rulers in Iraq and its impact on bilateral relations will be examined.
