The fact that Iranians have attempted to imitate Japan as an Eastern model of modernity and a successful example of modernization has several reasons. Some of these reasons are rooted in the backgrounds and the acceptable records of Japan as a model of modernization and the other reasons go back to the common points and interests which link the two countries. In addition to these reasons, the effects of the devastating efforts of colonizers such as Russia and England which led to strong fears from foreigners must not be disregarded. The present article attempts to investigate the reasons for this approach and the factors which caused the modernization of education and education of women on a Japanese basis, and the reflections of these initiatives in magazines and news papers. This article reveals that the political elite and the intellectuals in Iran only paid attention to the signs and samples of modernity and modernization in Iran and have disregarded the causes for Japan’s success as a modern nation. Therefore, they have failed to explain and investigate the causes for the success of Japan.
